MANILA, Philippines — Who gets to fish 15 kilometers from the coastline? The law says this zone goes to subsistence fishers.

But recently, the courts — a regional trial court and the Supreme Court First Division — said otherwise, allowing a commercial operator to fish within municipal waters.

In this Rappler Talk, multimedia reporter Iya Gozum talks to UP Visayas professor and scientist Alice Joan Ferrer about how the 15-kilometer case imperils small fishers’ livelihood, way of life, and the sustainability of municipal waters.

Watch this interview on Tuesday, January 14, at 8 pm.
